Looks a bit similar to the lagoon concept here. Steve has been pining for it all these years!

 

How will this be paid for? Last year Wynn cut its dividend.

Also he will need to make $850k per day in extra profit from this to make it a worthwhile investment over 20 years. I don't see that happening.
