Yes, this was his point, he just stated it very poorly. To understand his statement, it's easier if you've ever listened to one of the million interviews in which he talks about how his view of Vegas was shaped. He talks about how his grandparents really never had tons of money, but when they went to Vegas they were treated well and felt important. It was the one place in the world where they felt like VIPs.

Vegas (including Wynn) is getting further and further away from this vision, but it's certainly a nice idea and is apparently still the way he sees his hotels - even if the reality is creeping further and further away from it.
