We went to our favorite outdoor place that overlooks a river for a couple of drinks today. Our favorite outdoor table was taken, so we took one with not quite as good a view.

The party of four left and we grabbed the table our, favorite table which is for drinks only, no food service. Anyway, their CC transaction was still on the table so we peeked. 4 glasses of wine for the four of them, $28 and they left a buck for the tip. The server brought out their drinks.

Cheap bastards or not? What say you?

We had two drinks each and the server brought them to our outdoor table. Bill total $24 and I tipped $5.

    Definitely.

$1 a drink is minimum even at the bar.

There are some cheap bastards in Wisconsin. Some of them are my friends and it's embarrassing to go out with them because they are so cheap. If the server is nice I give 20%.

Yes IMO. As another said, 'Wisconsin'. I have a monthly visit from one of my waste oil and haz mat waste facilities that is in Wisconsin. Last week the sales person stopped by, we go over to the local truck stop to their café to eat lunch, he picks up the check and it was $26.00. He leave a $2.50 tip which is low, especially for lunch service where the waitress asks a 1/2 dozen times if we wanted anything else, etc. I was at Potawatomi Casino the other week and compared to other players in the surrounding states, most of the players tip the dealer and the wait staff noticeably and extremely lower, if they tip at all. I bring the kids to the Dells and I got into a conversation with one of the waitresses there and she tells me, the locals tips bad compared to The Twin Cities and other places, but the out of town'ers are more average tippers.

Hard to say for sure based on the information provided. Yes it seems very cheap on the face of it. But maybe they had to wait 30 minutes to get the drinks, maybe the server brought out the wrong drinks, was rude, etc. and deserved a shitty tip.
